The General Services Administration (GSA) will hold a training session this Friday to help bidders understand how to use the Polaris Submission Portal (PSP), the interface bidders must use to submit questions to the Government and their final Polaris proposal. Polaris is an IT Services Governmentwide Acquisition Contract (GWAC) with no contract ceiling, and there are four competition pools in which bidders can compete.
Proposals for the Small Business (SB) and Woman-Owned Small Business (WOSB) competition pools are due October 7. The agency recently released final Requests for Proposals (RFPs) for the Service-Disabled Veteran-Owned Small Business (SDVOSB) and Historically Underutilized Business Zones (HUBZone) categories, with a submission deadline of November 4.
Questions on the SDVOSB and HUBZone solicitation must be received no later than 4:00 p.m. ET on October 5, 2022. GSA will post answers to “only questions, or portions of questions, that are deemed frequently asked and/or to benefit the procurement process,” according to the latest update via SAM.gov.

All four Polaris competition pools are Multiple Award, Indefinite-Delivery, and Indefinite-Quantity (IDIQ) contracts to provide customized IT services. The contract ordering period will consist of a five-year base period with one five-year option that may extend the cumulative contract ordering period to 10 years.
Bidders can compete in multiple pools, and a single project can be used more than once if it’s used in different pools (i.e., WOSB, HUBZone, SB, SDVOSB). However, if a project appears in more than one proposal in the same pool, GSA will reject that project in every proposal where it appears.
