The Department of Veterans Affairs (VA) has posted a draft scorecard and evaluation criteria for its new $5-billion multi-year Indefinite Delivery Indefinite Quantity (IDIQ) contract. The new contract seeks to overhaul and modernize the VA’s supply chain for the flow of goods, services, and information between all stakeholders, providers, and veterans. The agency intends to first launch a prototype of the modernization solution before implementing it enterprise-wide.
The VA Supply Chain Modernization IDIQ will cover prosthetics, pharmaceuticals, IT, medical equipment and supplies, facilities, burial and benefit supplies, and Supply Chain Management (SCM) administration to support more than 300 warehouses, 4,000 facilities, and 170 hospitals.
The agency wants to rectify gaps in its inventory management system, which have been documented in a series of critical reports. The VA seeks an “out of box” state-of-the-art solution that is both compliant with various privacy regulations and integrates with its electronic health record software platform. “The solution must evolve the current fractured capabilities to a modernized capability that streamlines key functions and implements standardizing operations across business lines, including Electronic Health Record Management, which will ultimately serve the Veterans and empower the caregivers,” the agency said in a notice to potential offerors.
The VA plans to award a single, multi-year IDIQ. Interested vendors can comment on the draft solicitation documents posted on SAM.gov to help shape the final Request for Proposals (RFP), which is expected to be issued in the first half of 2023.
