The Defense Threat Reduction Agency (DTRA) is expected to issue a draft Request for Proposals (RFP) in November for a multi-award Indefinite Delivery Indefinite Quantity (IDIQ) Cooperative Threat Reduction Integrating Contract (CTRIC) IV.
Overview of CTRIC
The primary objective of CTRIC has always been to collaborate with other nations, assisting them in reducing their weapons stockpiles and mitigating threats from chemical, biological, radiological, nuclear, and explosive weapons. This includes strengthening the infrastructure of partner nations, enhancing their threat detection and deterrence capabilities, conducting collaborative research projects, and fulfilling program management needs.
Historically, DTRA has used multiple contracts to support its efforts. However, with CTRIC, the aim has been to consolidate these services under a group of prime contractors capable of providing a comprehensive range of services.
The fourth iteration of this contract vehicle has an estimated ceiling value of $3.5 billion. Earlier this year, DTRA sought industry insights to refine its acquisition strategy, emphasizing rapid response requirements, quality standards, and innovative project management tools.
Anticipated Scope for CTRIC IV
Chemical Security and Elimination Program (CSE):
- Focuses on the cooperative elimination of chemical weapons, related materials, and infrastructure.
- Aims to secure toxic industrial chemicals and chemical weapon precursors.
- Engages with international organizations and countries to prevent the misuse of chemical weapons and related materials.
Global Nuclear Security Program (GNS):
- Supports the cooperative dismantlement of nuclear weapon programs.
- Aims to secure nuclear weapons, nuclear materials, and counter nuclear smuggling.
- Engages with countries and international organizations to prevent the proliferation of nuclear materials and expertise.
Delivery System Threat Reduction (DSTR):
- Supports the cooperative elimination of WMD delivery systems and related infrastructure.
- Focuses on the disposition of interdicted delivery systems and commodities.
- Aims to secure delivery system components, materials, and expertise.
Biological Threat Reduction Program (BTRP):
- Protects against biological threats by strengthening partner nations’ capabilities.
- Implements activities to prevent the proliferation of biological weapons and related materials.
- Works with countries across various regions to secure pathogen collections and enhance biosafety and biosecurity.
Proliferation Prevention Program (PPP):
- Builds foreign partner capacity to prevent and deter the proliferation of WMD materials.
- Focuses on land border control and maritime law enforcement.
- Aims to deny terrorists and states of concern access to WMD and strengthen abilities to detect and interdict trafficking in WMD.
Key Dates to Remember
- Draft Solicitation Release: Anticipated on or about November 16, 2023.
- Draft RFP Response Due: No later than December 5, 2023.
- Solicitation Release: Anticipated on or about January 22, 2024.
- Proposals Due Date: No later than March 7, 2024.
- Anticipated Award Date: On or about July 30, 2024.
- Period of Performance: Anticipated to commence in July 2024.
